Radar, towers, and the people who run them.
Independent advisory work for the companies, colleges, and operators building air traffic capability — covering operations, training, and the deployment of the systems controllers actually use.
What I help with
Training and simulation
Scenario design, curriculum review, instructor standards, and grading criteria for tower and TRACON simulation — built the way a training department will actually run it.
Product review and deployment
Controller’s-eye assessment of air traffic and air operations technology: requirements, realism, workflow fit, operational test support, and field deployment planning.
Military air traffic and air operations
Deployable radar and tower equipment, air operations, and flight planning — including how military procedures and expectations differ from civil ones.
Workforce and quality control
Training pipelines, certification pathways, staffing models, and facility quality control programs for organizations developing or supplying controllers.
Who I work with
Aviation technology firms
Simulation, training systems, and air operations software teams that need an operational voice in the room before a build goes too far.
Colleges and ATC programs
Schools standing up or expanding air traffic programs, where curriculum and instructor standards have to hold up to scrutiny.
Staffing and tower operators
Contract tower operators and staffing firms working on sourcing, training, and keeping qualified controllers in the seat.
Background
I’m Philip Ivey. My career has been spent in terminal air traffic — tower and TRACON — as a working controller, an instructor, and a program developer, with earlier years on military deployable radar and tower equipment and in facility quality control.
That mix is the reason the advice tends to be practical. I’ve built training material and run it, evaluated equipment and then fielded it, and written standards that had to survive contact with a real operation. Engagements are part-time and advisory, scheduled around your project. Rates and scope are set per engagement — a short call first is usually the fastest way to find out whether I’m the right fit.
